Esmeralda Weatherwax is a damn good witch. She’s cunning and she’s got so much potential;
great disposition to be evil. First, she knows evil, she had great plans for evil. She’s mean, she’s efficient, and she’d be creative.
Good demands hard discipline. Dark is... tricky. Differently ambitious.
But... one, once you know evil from good you're not supposed to do evil; and two, her sister went dark so she had no choice but to stay good. It makes for a better story, it brings a better balance to things, than two dark sisters outdoing each other in evil.
